The northern French Vernon is the second largest city in the department of Eure with its 25 000 inhabitants. Located in the Seine Valley between Paris and Rouen, Vernon was founded by Rollon, the first Duke of Normandy, in the ninth century. In 1196 the town was monopolized even before the rest of Normandy by the French king Philippe Auguste (Philip I August). He built the fortress of Vernon, whose castle is still preserved today. King Saint Louis (Louis IX) also stayed in Vernon. A church window shows a king's stay in the city and the coat of arms of Vernon also preserves the memory of this event. The city was partly destroyed in 1940 and then rebuilt.
